I just went through this, bought a used 2008 Rogue that came with only one key each
(IntelliKey and the emergency key inserted in the back of it).
Called a few local locksmiths, most couldn't program these and the 1 that claimed he could was close in price to the dealer.
So I went to a dealer (Eden Prairie Nissan).
What I learned during 'research':
- you absolutely can not program these keys yourselves
- it's a Nissan specific setup so even most locksmiths won't have the equipment to do it
- Nissan dealers usually charge one hour labor no matter how many keys you need programmed (partly because:)
- Keys do not get added or removed during programming in the way that is common with the more standard systems, all keys that are supposed to work with the vehicle need to be present during the programming. Meaning a key that worked before and is not present during programming won't work anymore after the programming event.
Guess that can be good if you lost a key or had it stolen.
So I bought 2 used IntelliKeys on eBay, ended up being from the same seller.

Paid ~$26 each shipped. Both work fine.
Just to be sure I replaced the batteries (CR2025 lithium coin cells in mine) to avoid any related problems for programming.
The best identifier for the IntelliKeys seems to be the FCC ID.
It can be found on the back of each key once you remove the emergency key (small print, black on black).
The correct FCC ID for my 2008 Rogue was CWTWBU729
Those IntelliKeys came with cut emergency keys that obviously wouldn't work for my car, so I bought spare keys.

These were the cheapest from a reputable seller at the time, worked fine as well,
no problems mentioned during programming or cutting.
Charges at the dealer were then
$ 130 for the 1h labor for programming all the IntelliKeys and emergency keys.
$ 10 each for cutting the emergency key blades.
I had asked once at Home Depot if they would cut the emergency key blades. They said no, won't program blades that the customer supplies. Might be that one can find a place that would do them cheaper than $10, but I was happy to pay a few $ more for a one-stop-shop.
The reason I got 3 keys in all was:
- in case one of the used ones didn't work
- even if one fails/breaks later I don't immediately have to run and get more programmed.
- according to Murphy's law the fact that I now have 2 spares means I will never lose any of them and they will work forever.
