Headlight replacement is up to you, the idea is that if one is gone the other is not far behind. This may be true or flase, because the lamps are mass produced they have a life span but to know which lamp will live long and which will burn out is impossible to tell.
It depends on how long the lamps have been in service, the time of year. Replacing headlamp(s) on a warm day is much easier than in the middle of a snow storm.
Some lamps need a lot of things removed to get to it others do not.
How much work are you willing to do beause you will do the job at the same time or will you wait and do the other lamp at another time and how comfortable are you doing actual physical things on an older car?
Are you replacing bulbs or a whole assembly, are you going to check everything about a headlight like the wiring, the socket the cleanliness of the reflectors or are you just replacing that bulb?
If it's close to winter I would do both sides and verify all aspects of the headlamps from cleaning and alligning.
But money being a priority and safety another it is your decsion and by the way it is an offence to drive at night with a single headlight, which may incurr a ticket unless you talk your way out of it.
It is September fall is here winter is coming, I would replace both sides, clean both sides, inspect both sides for vibration, springs, bad connections, lousy copper wire along with buckets and bulb holders and lubricate everything. Keep grease away from the + and - holders and if you grease the carriers use a conductive grease rather than a dielectric because the bulbs and holders are different metals that cause galvanic action and fuse the bulbs to the carrier which is something that you don't want or need.
