Replaced headlights, now I can't adjust one!

I put two new Halogen Cool Blues (which aren't blue at all, just white) and I can adjust the position of one, but the other won't go up or down! And its pointed hella high up!

Like the whole housing wont move (ie motor problem?) or is it just that the screw below the light wont move the light no matter how much you turn it? What could have happened is that the screw just jumped the holder clip and just needs to be pushed back on the screw again. Allow me to draw what I just said as to not confuse anyone.
