Removing rear licence plate

I'm trying to remove my rear licence plate on my 2007 Versa hatchback and place a new one on. The hex bolts that fasten the plate at the top just spin but don't actually come out. Does anyone have any ideas on getting them out? Thanks.

There's probably a fitting on the backside of the bumper that's spinning with the bold. Reach up inside, behind the plate, and see if you can feel it while you turn the plate bolts.
