removing e-brake cables

I can't seem to get the cables out from the slots beneath the ebrake handle under the car. Do they come out w/ a bit of work and twisting since they are rusted or do i need to remove the whole assembly. Just wanted to make sure. thanx

Remove assembly... it's easier that way.
