No need to remove the steering wheel. Tilt the steering column all the way down and remove the 4 piece steering column shroud. Getting the instrument cluster out is easy. Getting the trim piece that surrounds it is a PITA. Just keep wiggling it outward and eventually it will rotate forward and come out. Have patience with it.

Too late for you but it may be useful if someone searches and finds this in the future. The cluster trim comes out more easily if you remove the bolts retaining the steering column to the chassis (sort of a u-bracket)
