mine were simply primered (probably etch primer), then painted. (As far as I can tell)

Removing chrome pieces or stripping the chrome finish off metals?

If it's over plastic, just sand and prime them. I did an off-road truck bumper for a customer and it took about 4 hours to sandblast it off metal. Not easy at all.

Metal, then take them to anyone with a blast cabinet and use an abrasive like "starblast" or "glassbead". Those will leave a nice finish.

My brother painted some steel chrome fenders on an old motorcycle, he just primed them with some sort of special primer made for chrome. They turned out very nice. Sorry, can't remember the name of the stuff but I'm sure any paint shop could tell you what it is.
