Only thing I can think of is, if you can hook up a consult or other way to get the RPM signal, reinstall the gauge w/o the plastic clear cover or needle installed, and run the engine. The gauge should in theory align to the right RPM, even w/o the needle on it, ya? So if the consult says the engine is at 1K rpm, veeeeeery carefully dink the needle on to the pin while the needle points to 1K

Failing that yeah if you can't find another way, a new cluster might be the easy fix. G'luck!
