Can our cars pass inspection without the cats? What are the drawbacks of removing them?

If your state/county requires inspections then I would not remove them. Drawbacks are stinky exhaust, possible thrown SES codes, louder. Positive is less back pressure and it should free up some horses.

+1^ State inspection failure, breaking federal emissions equipment law...constant CEL, (and I think) unpredictable adjustments in fuel trim tables & timing by the downstream O2 sensor.

The next issue is that the manifolds have the cats integrated into them and removal is going to require some significant surgery to put the manifold back together.
It isn't as simple as it once was in the 80's when you just sliced out the cat and plumbed a straight pipe back in.

In my experience with an exhaust cutout on my first Y34, the performance gain is on the top end of acceleration and there was some loss off the line from (what I understand was) the removal of backpressure.
