Relay ?

OK so the other day I honk at some grandma that pulled out infront of me and a short honk came out then it quit. I checked the fuse and it looks good. I would try swaping a relay with a friend but I dont have any friends. anyway could it be the relay? why is there a relay anyway? I dont understand what the relay's purpose is. what is the best way to test my horn? I have a voltometer and I supose I could try to hunt around for power... but I was hoping that someone here might be able to help out. Has anyone had a simular experience?

ya i'd imagine if you didn't blow the fuse then you might have to pull the old voltmeter out.
