Relay problem

hey all im having a problem witht eh relay label EGI, when i turn the key to turn on the car the car wont start, it only clicks. I have checked the batt and its fully charged, the starter its working fine.

The problems happens right after i take the key from ACC, all the cluster lights stay on ie: ( abs, check engine, batt, seat belts, ETC ) and then the EGI relay it starts buzzing and it vibrates. the only way for me to make it stopped its to take off the negative batt off.Could anyone help me out, i dont know whats going on in here, i already tryed to changing the relays with 3 others, and the samething happens.
