I think it takes a lot of energy to power up the lights, which is why its a good idea to have the lights drawing the power directly from the battery and not though the stock wiring harness.
As far as HIDs for high beams, not the greatest idea in the world. HIDs aren't really made to be flicked on and off very often like high beams would.
To change the bulb color all you need to do is change the bulb. A ballast works for any bulb type.
I have 6000k for my low beams and I love them. A nice bit of a blue hue to them, and definitely still output more light then stock halogens. Remeber the higher the bulb temperature the less useful light. But I would go with 6000k if i were you. . .
