Relay harmess question last hope....

My NA 90 300zx is still not starting. it will turn over but not start. Thus far I found finding that there is no power going to the EGI relay or the Ignition Coil relay. The FSM manual says that I should have 12 volts of power to trip them. when I jump the ignition coil relay and spray starter fluid the car will run for several second on the fluid. When I jump both the EGI relay and Ignition coil relay the car won't even turn over. So I know the ptu working because it's new with the wiring, Is there a power connection between the CAS and the EGI relay? I don't know what else to check. And yes I used new relays.
