Relay box question

I have a problem, all my gauges on my dash except for my temp. gauge aren't working. I have a theory as to what my problem is. BTW my car is a 91 S13 with a KA24DE. Underneath the air filter box is a relay box. I took the air filter box out to get to the the relay box. I uncovered the relay box and notice that when my car is turned on the ACC relay gets really really hot and starts clicking.

Sorry for the blurry pic, the ACC relay is the first one on the top row.

I wanted to know what is the ACC relay's function. I thought ACC was short for accessories. Could this relay be the reason my gauges aren't working?
