Refinish Steering wheel?

The coating on the top side of the steering wheel, of my 98', is flaking off, exposing the rubber material underneath.

It is the charcoal interoir.

Is there a way to refinish the wheel coating? I'd rather do this than add some goofy looking add-on steering wheel cover.

that steering wheel has "old-woman" written all over it. just cover it up.
