Redtop won't start or crank

93 s13 with a redtop. Turn the key and nothing happens. I get power to the cabin, seat belts, lights, dash, fuel pump, but when I turn the key nothing. The battery has been relocated to the trunk, but I have solid power up to the engine bay.

I'm got a volt meter and I've been checking my connections and power seems like it's getting to where it should be. I'm reading consistent voltage to the starter and I've checked the ground that's by the stock battery location and the ground from the valve cover everything seems to be fine there. I'm not sure what else to check.. the car has run in the past pretty reliably, but recently it's been very intermittent with starting. I'm not sure if the starter is bad or not as I don't *think* it is, but the car would still crank even if it was bad, wouldn't it?

I rebuilt my starter today and got it back on there and hooked it back up.. still nothing. Also, when I wired the starter wrong the first time it started spinning so it is definitely getting power lol.

Where else to check where or really where should I start? I've been measuring voltage and I'm getting power I just don't know why nothing happens when I turn the key. I bypassed the neutral safety switch, soldered those wires together, so that can't be the problem either.

Any help?
