redtop oil pressure problem!!! help!!

i just put a new greddy head gasket and arp head studs on my s13 redtop sr. along with a new greddy oil pan, oil pick up and oil pump. ive primed the pump numerous times both by crankin it with everything unplugged and manually thru the turbo line. and ive only got about 10psi of pressure on start up and throughout the RPM range. idiot light comes on if idling, goes out if above 1500 rpms. so i hooked up an oil pressure gauge and its at just about 10-14 psi. and i know the light is on with anything under 10psi. does anybody have any ideas or anything about what could be happening? ive tried sending unit, new gauge new pick up. everything. any help would be great!! thanks!!
