redtop ecu not getting power

i got 89 hatch with a redtop sr in it and the ecu is not getting power. everythings grounded and wires are all connected. the EGI RELAY was replaced because the ecu was getting power when it was taken out and put back in but the ecu was not shutting off when the ignition was turned off. so we had to take the terminals off the battery to shut it off and when they were put back on no power to the ecu till u pulled the egi relay and put it back in. now i changed the relay and it not working at all.
