Recurring P0021 on 05 350z

So my wife's car has a recurring P0021 code being thrown. The car some times has a hard time starting or it may lose power for a second while driving. The oil level is fine and the oil pressure is reading normal on the gauge in the center dash. I've tried about a half dozen cam position senors with no success. I've inspected the connector and wiring to the ecu and all is good. I've verified the grounds and they're good as well. I've attached a oscilloscope up to the signal going into the ECU and the signals matches the FSM. I've used a borehole camera to verify the cam doesn't have any debris or damage on it. I went through the checklist in the FSM with no success. Anyone have a suggestion?
