What is the difference? I found a service bulletin that may fix a noise on my 02 i35. Is this free maintenance?

A recall means they get in touch with you, a TSB is when you complain to them. It's only free if your car is still under warranty.

Safety recalls are always free for parts and labor. TSBs are things you should watch out for and may have to pay if not warrantied.

One reason you want to complain about everything and have it notated as "could not find" - "could not duplicate" etc. in the service records while you're in the warranty period. Then if a TSB is released later you have some proof that the issue existed during the warranty. Don't get me wrong... there's a nice way to complain - and a Christmas/Birthday gift to your service advisor will go a long way too.
