Rebuilt Ka24e with serious idle problems

Ok so I put a new head gasket and timing chain on my 89 Nissan 240sx couple with cruise control, and finally got the timing set right, but the car idles at 2100rpm and when but in neutral it bounces off the rev limiter and wont go down, don't know what the issue could be and if anyone has had this problem please let me know.

Redo the whole thing? But how would I know what to do differently if I don't know what the problem is?

i would check the cables for cruise and see if its pulling ur throttle plate open causing the engine to rev up. lmk what you find.

That's a decent idea, I will try after work and see what I can find

So i unhooked the throttle cable and cruise cable and it idles fine, didn't rev up in park but had good throttle response in neutral, so what would be my issue, adjust the cables?

i would try that it seems that they were too tight pulling the throttle open
