Are you rebuilding as a preventative/upgrade thing or is something broken? If you've already got a good running motor, I'd buy a bare block/crank/head and slowly build that up while waiting for your current set up to blow. That's was my plan for several years, but no matter how much I beat the snot out of my stock RB25, I couldn't pop it

If it were me, I wouldn't waste my time with the Neo. They are better in stock form than an older RB25, but when you start modifying them, the only advantage is solid lifters and RB26 rods. Neo specific parts though are more expensive. Aftermarket rods/piston/cams + solid lifters > Neo motor for not much more (plus it will be freshly rebuilt.)
