Rear wiper not working properly

When I put it on "--" it sprays windshield washer then the wiper tries to move. It moves but struggles. I also hear a whining noise near the front ps headlight.

When I put it on "__" nothing happens at all.

When I turn it to "off" it just stops where its at and does not go down into the holder. You have to repeatedly turn it to "--" and "off" and guide it into the holder.

Any thoughts? Took off the wiper arm and put penetrating oil in but that didn't help.
