Yep! It's actually a fairly common occurrence every winter and it affects many different makes and models of cars.. not just the Rogue. In every case the problem is the same. The fluid in the line to the rear wiper is freezing.
Some auto makers like GM actually install pre heated washer systems to counteract the problem.
However... the easiest solution (albeit controversial) is to use an alcohol based washer fluid available at most auto parts stores.
Available at Costco: (good to -40 degrees!)
The controversy is over the pollution factor (i.e., millions of gallons of alcohol water being sprayed into the air every year.)
If you don't want to spend the money buy a gallon of doctored water... you can always make your own:
Ingredients:3 cups Isopropyl alcohol1 tablespoon Liquid detergent (Dawn works great) 10 cups Water
Directions:1. Pour alcohol and detergent into a clean gallon size plastic jug (i.e. old milk carton). Add water, cover, and shake well. Label accordingly.
2. Shake well to mix ingredients. Pour into your car's windshield-washer compartment.
NOTE: Some people add several drops of blue food coloring to the mix. This helps identify the fluid as windsheild washer fluid in the event you forget to label it.
Another formula variation (one of many) is3 cups Rubbing alcohol2 Teaspoon Liquid detergent (like Dawn) 4 cups Water
