Rear Seats won't fold?

I am at a lost here. I cannot figure out how to fold down the rear seats, they won't budge at all, I pull on the two plastic hooks on top but nothing happens. Is that the lever to pull them down? This is probably painfully obvious, but I can't figure it out for some reason.

The two plastic hooks need to go up, should hear a click, then it can fold.

I pulled, pushed, and that's all that happened.

Did you put a finger through the ring and pull straight up? both sides at the same time. They can be sticky sometimes.

Ah after pulling both as hard as I could breaking the other side as well, it finally clicked and the seat came down, this car sat in the sun for a few years, so all the plastic is brittle. Thanks for your help.
