Rear bumper cover removal

I want to remove the rear bumper cover so I can patch some rust in the quarter panel. The rear bumper has eight little 10MM bolts that when you attempt to remove them the head just breaks off. I sprayed PB blaster in there for a couple of days now but that has not made matters any better. I think the reason the hear breaks off is because its a steel bolt that goes into a brass nutsert. So corrosion has built up.

Is there anyway to remove these little brass nutserts? I tried using a punch and three pound hammer but that just makes rust fall from the rest of the car.

Any advice one removing the rear bumper cover is appreciated.

Can you heat them? I'm assuming there's plastic nearby that would be damaged... just thinking out loud. Other than that - maybe try bp blasting them after the heads are broken off and using an easy out.

A acetylene torch weakens metal (because heat changes the metals properties). The bumper is polyurethane I think too lazy to look at the body repair manual for the actual material used to make the rear bumper. I got a impact driver from sears that I plan on trying. I bought one a couple of years ago for $10 but I gave it back because I never planed on being a full time Tech. I bought it again at $25!

Does anyone have a rust free car they feel like seeing if the bolts that hold the bumper come loose without the head snapping?
