ebrake uses a cable and isn't connected to the rest of the break system. sounds like your not getting pressure to the calipers.
what I would do is open up the bleeders on both rear calipers and make sure there getting fluid. If they are, sound like the piston is jammed, or something is blocking the fluid in the caliper from forcing the piston to move. If thats what's happening, you need a caliper rebuild or much simpler, just replace it. haven't checked but I don't think stock rear calipers are all that expensive.
if fluid doesn't come out of the bleeder, disconnect the line going into the caliper and see if it flows from there, if it does your caliper is still bad. if it doesn't I'd start looking at the master cylinder.
in any case, I'd bleed the brakes really really well again, just to make sure.
Also, why do you need the rear brakes to get it on the road? some smaller cars don't even have rear brakes except for the ebrake, I'd think you could pass an inspection if the front brakes worked.
