Sure you can probably get under 1.2k, but it will probably max out around 190hp & may not be the "most" reliable thing in the world.
This is achievable if you can weld your own stuff & have the patience & knowledge.
Basically, if you run stock injectors and stuff (assuming they are in working condition now) the fmu like Craving4Boost mentioned will help you out since stock injectors max out fast.
Next I would ditch the intercooler (will save you a 2-5 bills) or run a cheap sr20 stock sidemount that ppl are parting all the time for cheap.
if you have the time, you can probably find a junkyard turbo (t25 or volvo turbo or something) or ebay turbo or wait on the classifieds.
Get the ssa mani & d/p or jordan gladman mani & d/p or whatever. Run DIY oil feed & return lines.
Get a cheapy vlsd from junkyard/ebay/classifieds.
Assuming nothing on your car will break & all these parts work correctly, you will get boosting for under 1.2k.... for how long, who knows.
As an example of myself: I "thought" I was done collecting miscellaneous parts, then I broke my wastegate rod + the spare I had when trying to adjust it bcs it was *** old & used. Then I found out I bought the wrong discharge flanges & my oil drain line was too small; I had to clean my injectors (which were stuck shut - whew on that one); Get a resistor box for the injectors; buy new flanges and fittings, etc, etc - Just spent about $250 buying just miscellaneous stuff. Misc crap is expensive.
Also, even if you do get it running, if anything blows up, doesn't work, etc - you are going to have to buy the piece twice (in the best case) or blow up your motor (worse case) - so it may also end up costing you a lot more if you try to take the cheapy way out instead of "doing it right" the first time around - just a thought.
In my personal opinion, just do what you gotta do. If you do it though, try to go through all the way - i.e. don't drop the project halfway - you learn so much, whether or not you do it w/ the most expensive parts or junkyard parts - it's all a learning process, more expensive for some than other, hehe.
I was also planning on piecing together a kit for under 1500. It's been a year, and I've spent about... 2k-2.5k, and that's on mostly USED PARTS! You live you learn - didn't know about iap back then, haha.
Good luck. The easiest thing you can do now is make sure everything on your car is ok, runs good, compression test good, etc etc.
