Also, be aware that the CDN government hasn't change dthe mileage ratings even though real life driving shows much differntly than sticker.
9 and 7 l/100 km are about decent -- unfortunately.

My area is, too, but I NEVER see it go above 4000rpm. I can maintain 65mph up a steep grade at 3500rpm, and usually keep it at 2000-3000rpm depending on the speed limit and slope.
