It could mean the part itself or the circuit is bad. Factory service manual will tell you how to diagnose if the part is faulty using a consult or multi-meter.
If everything was fine prior to the harness catching the fan then I would say you just have a little wiring to do.
I have to say Im not familiar with the ECU code at all...
