Is there a computer you have to hook up to read trouble codes or not? I'm lost. Its a 95 Maxima Se

Take it to Autozone for free diagnostics. Shops/dealerships charges @ $50 for this service. You can also use the on-board diagnostic feature of the ECM but unless you have an FSM (Factory Service Manual), it would be difficult to explain online.

I have a OBD2 scanner does that work or is this an OBD1?

1996 was the official implementation of OBD II but some manufacturers started using it earlier (OBD III spec was released by CARB in 1994). Try to hook up your scanner. If it doesn't work, take it to Autozone. Even AAMCO is offering free diagnostics. But I typically stay away from that chain.

all 95+ nissan maximas are obdII. the port is under the dash, on the left lower side (inside kick panel) inside the passenger foot well.

aside of hooking up a code reader you may pull the codes by turning the screw on the engine computer and observing how many times the check engine light flashes - there will be long and short flashes which will be repeated.

there is a sticker by the screw on the ecu that tells you how to do it but iirc turn it counter clockwise till stops and then clockwise till stops to read codes then repeat to clear them - don't brake that screw, it's fragile!
