Startup and idle are the two most likely situations for timing belt failure, as it is when the stress is greatest on it. No-start is often bent valves- the starter motor has enough power to cause damage. I'm a bit concerned what part he "listened" to for his diagnosis. If it involved cranking the engine over, and you do have belt damage (usually teeth sawn-off by the crank sprocket), more damage may have been done.
