rb25s1 s14 fuel issue

so here is my problem i got it started the other week and i notice theres only like 19psi in the line... i go to adjust the regulator on the line (nismo type a) and it wont adjust upwards in pressure... can go down but not up... i replace the regulator thinking it was just stuck from not being used for some time... and i have the same issue... ive since noticed that when i turn the car off im not hearing the fuel pump at all like u usually do... but i do hear the pump upon startup but it doesnt want to prime exactly... i want to switch out the fuel pump relay cause i havea totald car that i know all the stuff is good on... not sure which of the 4 is the one for the fuel pump tho... any suggestions ideas anything to help me get this running correctly... thanks!
