OK IN THE RB25DET FSRM IT SAYS 11BLS WITH 60DEGREES ADDITIONAL TURN, IS THIS CORRECT? THAT MEANS IT'S 32LBS?

ANYONE KNOW THE EXACT LBS OF THE ROD BOLT TORQUE

Yes, that is how you torque OEM fasteners according to the FSM.

If you have ARPs, they have a torque value that I don't remember off the top of my head.

No, the correct torquing procedure is to torque them to 11 ft-lbs, then turn another 60-65 degrees. If that happens to be 32 ft-lbs, perfect.

The rod nuts (haha) do not need to have extreme torque on them. If you overtorque them, it can cause the rod end to become out-of-round and pinch the bearing on the crank journal causing premature bearing failure. Follow the specs! Do not make assumptions or it could end up badly, especially with the bottom end components.
