Rb25det neo misfire need help

Ok so I have an rb25det neo that was previously in my car but due to ref issues I had to take it out. Before I took it out it ran ran just fine. I just put it back in this weekend and now I have a misfire in cylinder #3 and i narrowed it down to fuel. I unplug the injector clip and the idle stays the same. I tried swapping injectors and the same cylinder is bad. I checked the voltage going to the injector clip and there are no volts. checked right off the ecu and still no volts. so i then swapped clips onto another cylinder and it follows to the next cylinder. I have swapped ecu's and the problem is the same. Any suggestions would really help because I am all out of ideas. Thanks guys
