rb25det in an s13 help plzz its runing but not good

i have an rb25 in my s13 wiv a q45 afm well i think it is and an hks gt pros turbo at 10psi fmic but when its cold it is so slow it just dont like to go at all????.. and the water pipe that cums off the top of the turbo and gos to the back of the head keeps filing wiv air ??? but is cant be good for the turbo wots up wiv it can some one pllllzzzzz help i cant aford for it to **** up on me let me no what u think thanks oo and im geting that pc **** so i can plug it into my laptop BUT i dont no what its all ment to be set at afm/tp/??? so on ??
