Those are just crossover/jumper lines, think it has something to do with bringing up inlet air charge to optimal temp just like some throttle bodies have coolant lines. Think that's same idea here just moved down onto intake manifold. On rb20 those pipes are steel with few rubber hoses connecting them, and that goofy looking upper rad water neck.
And no air valve has nothing to do with coolant its just mounted there, think its actually mounted on top of lower half of intake manifold on a stock two piece manifold just like on a 20.
