RB25 turbo on a RB20 problems, Not Boosting

I just swapped my RB20 turbo for an RB25 turbo.

My New Turbo is not making any boost. I thought it was my wastegate so i had someone bring the car up to 5grand while i watched the actuator. it never moves.
I get slight boost pressure right around redline, but no boost before then.

I'm hoping it's not a bad turbo, what else could cause a turbo not to boost?

There doesn't seem to be an edit button, but i figured out the problem
One of the welds broke on my hot pipe
