RB25 timing issues help!

Searched can't find anything similar to my problem.

Replacing timing belt and tensioner and all that, found marks on the cam gears are wrong.

Looks something similar to this awesome drawing since I do not have a camera.

Is it safe to turn the cam gears when the crank pully is on 0º (TDC)
