rb25 swapped s13 starting, ignition problems

hi i have an 89 s13 with a rb25 swap, i recently began having problems with the car starting, when i turn the key it just quietly hums and i have to keep turning the key back and forth and it will eventually start, but only like 20% of the time. i replaced the starter with a brand new napa starter and the problem seem to be worse. i checked voltage at the solenoid with a multi meter and got 11.76 volts between the the plug and the tab on the solenoid. im at a loss as is my father, he believes that the electric side of the ignition switch is going bad. this is strange, sometimes it will start on the first turn other times it will take me 20 minutes of turning the key. thanks if you can help.
