I would have it checked on a dyno to verify that the calibration is correct, if the timing was severely retarded then you wouldnt need as much fuel as you would with a motor with proper base timing.
This would explain why your ve map appears to be so flat where there should be a relatively large jump in ve as the motor comes on to boost and in boost.
That being said the tuner should have known better and checked base timing before even tuning it...I never take anyone's words that the base timing is correct.
I have had cars come in to be tuned that were tuned at other shops, shot base time and it be retarded almost 20*.
