Rb25 injectors not spraying

I have a series 1 rb25det, it isn't spraying fuel. The fuel pump comes on, it's getting both ground and positive signal to the injectors. I have switched ecu's, rotated the cas and still won't spray. It's getting spark, the injectors are not clogged or ceased up. I can make the injectors spray by manually hooking up a connector to a positive source and a ground. I tracked the wires all the way back to the ecu and no breaks or problems with them. I have been stuck on this for about a week, any ideas what it could be?
