The cable to the ecu is usually for diagnostics thru the Consult port. Just reading data off the ECU. Usually on a eeprom tune you need to remove the chip, use a reader/writer box attached to your PC to read/burn the chip.. Then reinstall it back into the ECU. But go research romulator if you're interested in a live tuning option.
Now regarding your boost question, using a manual boost controller or a electronic boost controller you'll be able to adjust the boost without touching the ECU. However without a SAFC at least or a wideband you'll probably want to leave it alone for now. To lean it out, you should reburn your chip OR look into getting a SAFC or a true standalone (PowerFC, etc).
What turbo is on the motor? If it's the stock ceramic one you won't want to run more than 12-14 psi.
