Rb25 cam problem

Ok so i bought rb motor and head was disassembled. I was told it had bent valve. Well i replaced the valves. Went to put cams back in and bolt down. The exhaust side i can turn by hand. But the intake side i can not turn at all. I torqued them down to 9 nm and in sequence. I then thought maybe something was wrong with the head so i took the other head that i have and put the same cam in it and torqued to spec. Same deal will not spin not even with wrench on it. Then i thought maybe cams were bent. So i used extra set of cams from other motor. Same problem will not turn at all. Exhaust side spins easily but intake side will not spin at all. Forgot to add that i used lucas assembly lube while putting everything back together. Does anyone have any clue as to what i should try or do. I just think it is little odd that both sets of cams could be bent or both heads be messed up. If pictures are needed to help me out let me know i can take some

Are you sure they are all installed in the correct position? They all need to be reinstalled the same direction they were removed, just one being installed the wrong way can cause the problem your seeing.
have you check to make sure any lifters are not stuck? You should be able to push on them to pop open the valves.

Yes i made sure of it everyone one of them is in the correct spot all the numbers are right order too. And i cant see how it could be a stuck valve when it does it with them removed. Im taking the cams to the machine shop this week to have checked make sure there not bent or anything.
