ok short story goes I get everything that has to do with fuel /spark and timing I have the car at my techs shop and we get spark but is very weak, so weak starting fluid doesn't help at all what would cause the spark to be this weak?

Bad grounds. Why don't you start with some more info? What harness? who did the harness? 2 green relays near ecu still in place? is it grounded from the motor to the body? yada yada yada?

wiring specialties harness so grounds should b new confirmed spark with cas test, if a ignitor is on it's way out would it cause weak spark? did the j30 ignitor swap btw

Is it a stock swap? like stock injectors, maf and ecu? Make sure the fuel lines aren't reversed or it really won't start at all. Try and unplug the maf and coolant temp sensor and see if it starts.

I don't see this being a fuel issue if starting fluid does not help. I had this same problem on my sr and the timing was 180 off, it wouldn't backfire or anything just crank even with starting fluid. I was surprised how weak the spark was on my rb25 but it always ran fine. Are you comparing the "weak spark" with another rb motor you had? Or does it just look weak?

Check your plugs too make sure they aren't fouled up. I'm not too sure about the J30 ignitor swap but if it's wired right shouldn't be a problem either.

again check your fuses.
depending on how it was wired if the eng cont fuse is blown (7.5a) it will spark when you spin the cas but it will not spark when you crank it...and the spark with the spun cas will be VERY weak compared to a proper spark.
i have done this a few times now...

the j30 shouldnt matter if its wired in correctly, i did the j30 swap too, thought it was the issue till i called wiring specialties and found out there harness is ment for 2-3 different set ups for the rb20. call them up and tell him your issue and he will help you out. like i said sounds exactly what my car was doing. it was just one wire pluged it in and fired right up!
