RB20det bov question

I've got a type s-rfl bov on my rb20 and the car idles fine and doesn't seem to leak under boost with 3 washers in it. However when driving the car it spools up really slow with the boost controller I have. If I disconnect the atmospheric bov and hook up the stock one, the turbo spools up very rapidly. So rapidly that It's almost impossible to avoid overboosting. What could possibly be causing this and how could I try to find a happy medium, preferably with keeping an atmospheric bov, or is that alone my problem?
