The vac. line is hooked up where the stock bypass was hooked up b4, so I know its getting plenty vac. I can open it with my finger tho! Anybody know what psi the spring is for? Also I tried screwing the cap all the way off and barely back on.... still nothin! Any ideas???

Try replacing the spring inside.

i got an old turbo xs bov if your interested in it for parts. Try to lube it up also check to make sure your intercooler piping doesn't have any leaks. The stock spring should be set for 8 psi - 10 psi.
