The CAS [crank angle sensor] is the round 3-bolt metal sensor on the front upper timing cover, directly in front/attached to the exhaust cam. It sends the ECU rpm signal so the ECU can calculate fuel and spark timing. If the CAS is unhooked (or a short in the wiring, etc) the engine will not start: no spark + no fuel.
If you're getting fuel now, as in the spark plugs are wet, but no spark then your CAS is probably fine. I'd look at the ignitor...
