Besides putting the coil pack on another cylinder, did you also put the spark plug on another one? And did you also try putting a known good spark plug and coil pack on cylinder one to see if it worked there?
I had a similar issue, here's how I debugged it.
1. Disconnect the clips from each fuel injector so no fuel is injected.
2. Pull the coil packs and spark plugs from cylinders one and two.
3. Put the spark plugs back in the coil packs, connect them and set them on your engine with the spark plugs pointing up.
4. Pull your CAS off the front of the engine.
5. Turn the key to the ON position, now turn the CAS by hand. While turning you should be able to see the spark plugs spark.
6. If one doesn't spark, swap the connections for cylinders one and two and try again.
If the coil and sparkplug from cylinder two work perfectly then wired to their original connector, but don't spark when wired to cylinder one, then the ignition signal is clearly never getting to cylinder one.
It's quite possible that you already did all this, just wasn't sure on how deep you went testing by your post.
If you've changed your ignitor chip and CAS to known working ones, it has to be the ecu or wiring.
