RB BOV Leaking?

Hey I had a quick question, during idle is there supposed to be any air coming out of the bov? Mine stock bov isn't recirculating right now also. Heres the deal, when I put my hand and cover the bov hole, the car idles perfectly. But as soon as I rev the engine the idle starts fluctuating. If I then cover up the whole again for sec, the idle levels and runs good. So i'm wondering when exactly am I supposed to feel air coming out of the valve. Is it ONLY when the throttle is released and no other time, or should I feel a little air throughout

There is a little hole in the bottom of the stock recirc valve that allows it to leak a little, most people put silicone sealer and a screw in there to stop it
